From the beginning of my presidency, my administration focused its attention on the Caribbean region. Many Americans, including members of Congress, were sympathetic to the rebels in Cuba who fought to win independence from Spain. But my secretary of state, Hamilton Fish, and I tried to avoid war with Spain. We tried to negotiate with Spain to acquire Cuba, but the talks failed.

While spending most of my time during my first six years in office focused on problems here at home, I could not ignore what was happening across the world. I established official ties with the Soviet Union. I hoped that improving relations with the U.S.S.R. would expand our trade opportunities and deter Japanese expansion. I scored my greatest foreign policy success during this period through my “good neighbor” policy toward Latin America.

General Norman Schwarzkopf became famous while I was president. He led Operation Desert Storm, which produced a quick and decisive U.S. victory. When I found out that military forces of Panama killed a U.S. serviceman, I decided we needed to remove General Manuel Noriega from power in that country. Our forces brought him to Miami, where he was eventually convicted on drug charges and sent to prison.
