True to my campaign promises, I called a special session of Congress to revise tariffs upward to create more revenue for the Federal government. The result was the Dingley Tariff Act, which raised rates an average of 49%. Unwilling to alienate the white South, I did little to address the growing disenfranchisement and exclusion of black Americans from political power.

I devoted much of my time as president to foreign affairs.
